LIUNA and employers enter into a collective bargaining agreement that provides that the employers can satisfy their fringe benefit contribution and deduction (e.g., dues deduction) obligations under the agreement by simply paying those contributions and deductions to LEBPCT in accordance with LEBPCT's procedures.  LEBPCT receives the contributions and deductions from the employers and forwards the appropriate portions of the contributions and deductions to the proper benefit plans, labor management organizations, local unions, and other organizations in accordance with the collective bargaining agreement.  Payments are generally processed and forwarded to the appropriate organizations within five business days after receipt by LEBPCT.

LEBPCT's success is largely due to its use of a standard reporting form and a sophisticated computer system keyed to that form.  The system enables LEBPCT to verify a laborers' Social Security Number, local union membership, and affiliated benefit plans.

LEBPCT has been enthusiastically received by employers, benefit plans, and laborers alike.  LEBPCT's staff prides itself on working closely with the administrators of the many Laborers' benefit plans with the common goal of ensuring the prompt receipt of contributions by the proper plan so that the laborers can be properly credited.
